Support for Government's “GREAT” Britain Campaign as ‘Media City’ Gets Local TV Over 100 local TV channels to launch in the UK (Date: January 2012): Devlin Media Ltd adds TVSalford to its expanding, local and fringe/niche television network across the UK. Devlin Media Ltd, a global webcaster of high-quality, online video and developer of internet protocol television (IPTV) software and hardware since 2004, plans to broadcast over 100 channels on its network. Jim Deans, spokesman for Devlin Media, explains: “We now have mature systems which allow for a broadcast-quality ‘off the shelf’ TV channel; a start-up ‘Station in a Box’ which is easy to use. You can be a ‘global local TV broadcaster’ from your own home, with just a computer and set-top box. We have always supported the concept of local TV, broadcasting the good news from your local area, supporting your local community, promoting your local businesses, or even setting up a local football club channel!” With Prime Minister David Cameron giving support to the ‘GREAT’ Britain Campaign and the Great Britain Olympics, 2012 is tipped to be “a brilliant year to start local TV projects.” Thomas O’Neil Jnr, spokesman for TVSalford, tells us: “If local people don’t believe they are ‘GREAT’, then how can Britain be ‘GREAT’? This has to be started at a local level. I am fed up seeing Salford in the press for all the wrong reasons. We want to show the world a different Salford, to be a spotlight and a stage for local good news. What better an encouragement to young kids growing up here to have their own TV channel?” He continues: “We will focus on Salford success stories and profile local people who are a success, or who are doing good deeds. It will be run as a community channel and we intend to invite all members of the community to participate. We need your community support so TVSalford can support your local community.” O’Neil, like others, was first made aware of the possibility of creating a community TV channel through the Government White Paper on Informal Learning (John Denham MP). In the paper, Denham expressed his support for emerging technology following a visit to a Devlin Media Ltd office where the IPTV system was demonstrated as an education and community platform. O’Neil says: “It became obvious we would need to embrace new technologies if we were to build a local TV channel. We have highly-qualified technicians and teachers who will use our channel to train apprentices. Students will have the opportunity to make programs about Salford and leave with a qualification as well as gaining hands-on experience and, with Media City at the bottom of the road, the connection is obvious.” He concludes: “While Salford has all eyes on the future with our University, The Quays and Media City, we have a foot squarely in the past in celebration of our fascinating history. With five Grade I listed and 14 Grade II listed buildings, there's a story lurking behind every ancient monument in Salford and we intend to tell them.” The Devlin Media Ltd ‘Station in a Box’ has launched dozens of independent TV channels and is a cost-effective and complete management system, in addition to broadcasting many more mainstream channels around the world, online and to TV via set-top boxes. An initial encoding set-up costs £200 - £300 and is capable of both live transmission and creating a video on demand library. Live broadcast requires a fast outward internet connection, recommended at 20 Mb/s fibre (which Devlin can provide). Content management software is provided. It is a simple drag and drop program, which can be used for both video and demand and multiple schedules. Devlin Media manages the rest, through hosting to delivery across a global broadcast network. The set-up process typically takes two to four weeks (subject to technical specifications and requirements) and includes Digital Rights Management and a proprietary, high-security, PayPal-backed payment gateway. User login is also secure and allows remote access for the master user, so the broadcaster can upload content and manage the channel from anywhere in the world. Channels on the network can be watched on “anything with a screen”, including on computers and on TV sets through Devlin set-top boxes. Mobile internet devices and Wi-Fi hotspots will also pick up the broadcasts, meaning the channels can be streamed around the local areas in a variety of ways. The company motto of ‘maximise the potential viewers and minimise the cost to deliver” ensures cost-effective and effective broadcast network, both nationally and internationally. Devlin supports Minister Jeremy Hunt MP in his local TV view and the software complements the Government and Ofcom’s new, planned, Local TV Licensing offering. Devlin's background in Local TV comes from the old ITC RSL local channel licenses; and two of the directors of Devlin were involved in the Lanarkshire Television license (eventually taken over by Thistle TV).
